PCPC, first PH coal plant to pass as NGCP Regulating Reserve

Proving it is reliable as it is responsible, Palm Concepcion Power Corporation (PCPC) is the first Circulating Fluidized Bed Combustion (CFBC) Power Plant in the country eligible as regulating reserve to the National Grid Corporation of the Philippines (NGCP).

The accreditation to become a regulating reserve is usually awarded to geothermal power plants or battery energy  storage projects, and PCPC is the first coal or CFBC power plant to be included in the roster.

According to the Accreditation Certificate, PCPC’s Unit 1 “has successfully proven its capability to provide the Ancillary Services” for NGCP. As a power plant providing a baseload power supply, the power plant is now “on-call” to be tapped to supplement the power supply during shortages.

Standard Ancillary Services Technical Requirements of the System Operations were met and complied with during the actual testing of the PCPC Power Plant, and the accreditation is valid from May 13, 2022 to May 12, 2024.

“It is an honor that we are recognized by NGCP, but more importantly, we are glad that our power plant is helping the grid maintain its stability and security,” Winifredo Pangilinan, PCPC Chief Operating Officer said.

According to Pangilinan, they attribute the accreditation to the fast response of the power plant caused by the improvement in the central system.
